1. In the Steam library, right click on Touhou Danmaku Kagura Phantasia Lost and select "property".
2. In the property window, check that the DLC is installed.
3. In the Steam library, right click on Touhou Danmaku Kagura Phantasia Lost and hover over "Manage" and from the drop-down click "Browse local files."
4. File Explorer will open.
5. You should see the folder "Artbook" with the pdf files inside.
