Players take on the role of a ruler managing territories, officers, and military forces across an expanded map that incorporates elements from the Water Margin while aligning city placements and routes with historical Three Kingdoms geography.

Gameplay

The core loop centers on turn-based management and conquest. Rulers oversee city development, officer assignments, technology research, and army composition drawn from six basic arms plus special units. Officers possess detailed abilities and over one hundred unique traits that influence combat and administration. Natural disasters and seasonal events add variability to long campaigns.

This remastered map rebuilds the base from Water Margin sources. Routes follow Three Kingdoms city distributions, with terrain adjustments for realism. Overseas regions introduce twenty-five new factions including Buyeo, Goguryeo, Wusun, Xiongnu, Jinhan, Hude, Eastern Xianbei, Tuoba Xianbei, Hexi Xianbei, Tuge Hu, Malan Qiang, Lushui Hu, Zhangzhung, Fag Qiang, Tangmao, Shao Dang Qiang, Baima Qiang, Dazang Qiang, Ma'ergan, Dengma, Congzi Qiang, Sumpa, Wa, Mahan, and Byeonhan. These additions bring forty new city strongholds and more than two hundred new military officers.

The Western Regions gain a new province called the Chief Office of the Western Regions, which governs seven cities: Chief Office of the Western Regions, Karasahr, Gaochang, Kucha, Yarkand, Kashgar, and Khotan. Original Three Kingdoms territories receive targeted expansions such as new cities in Ji Province, Xuzhou, Yi Province, Yang Province, Jiao Province, and Liang Province. New passes appear in Sili, Yong Province, Liang Province, and Yi Province, while stockaded villages are added in Yan Province, Jing Province, and Jiao Province. Several original locations including Mianzhu Pass, Jiujiang Stockade, and Xiaopei city have been removed.

Ethnic minority strongpoints have been reorganized into faction entities, with their rewards redistributed into the cottage banditry system. All ports are eliminated, allowing river-side cities to attack one another freely without port connections. This change represents the largest mechanical shift in the updated map.

Play revolves around historical scenarios that set starting conditions and victory goals. The first phase of the remastered content launches three official scenarios. Schemes Against Dong Zhuo begins in 190 and focuses on the early coalition against the tyrant. Three Visits opens in 207 and centers on Liu Bei's efforts to secure key advisors.
